Turning on communication messages in Staging


Does anyone know the process for turning on communication messages (email notifications) in the staging environment?  We'd like to test our notifications after our next refresh.  We don't want them turned on as part of the refresh because we'll need to go through and mask the majority of them first.  Is it something that can be done by the Admin or do we need to log an SR?  Thanks!
