How to establish 'one to many' on 'manage locations' page?

We are moving from PeopleSoft to Oracle Fusion and have one gap to address. In my client's organization:

1) They have multiple locations.  (2) Each location can have multiple mailcodes/mailstops. (3) Each mailcode has multiple effective dates. 

We can use 'Manage Locations' to take care of (1). what options do we have to include (2) and (3) as well?

I think other customers might have had a similar requirement albeit not for location perspective? Please share your thoughts. I have uploaded a picture as well capturing each of the 3 elements for your understanding.
