User does not appear in search

Hello,

I am a super-admin with complete access to all areas of the system. I have a user who has been imported into the system, but does not appear when you search for the user. I have attempted this search with all of the Status options selected (so I can confirm they are not in pending, removed, denied, or approved), and have searched by first name, last name, username, and several other variations including custom user fields. This user does not show up in a search.

When I attempt to re-import them into the system using the bulk user import, I receive the notification that the user already exists, and am prompted to update their user information. I have verified that the information I am using when I am attempting to re-import them is the exact same as the information I am using to search.
