Action Chain Scope

Is it possible to change the scope of an Action Chain from Item Level to Page Level

I have created an Action chain at an Item Level on value change. Is it possible to change the scope of this ActionChange to be at the Page Level?

I realized later that I need to validate the input when the user saves the record and I can use the same ActionChain. However, when I add an "Call Action Chain" to the save logic, I am unable to see the Item Level Action chain and don't want to re-create it again.
