Requirement of enabling rich media

I am struggling to setup a new environment for Learning Cloud and it seems none of the content even catalogue image can be uploaded to the pod.

On reading I find that in Doc# 2436269.1 (for Release 13 18A) there needs to be a SR for enabling rich media. Not sure what is the significance of this request, it must be a requirement for all customers to use rich media by default then why this process bottleneck is in place. Can't it be auto enabled if my understanding is correct? Happy to be hear for the right understanding on this.
