Notifications doesnt appear inside the bell icon after turning off emails in BPM

Hi all,

I have set the Notification mode to "None" under Administration preferences of BPM as my client do not need email notifications for Approvals. Now the notifications are not appearing under bell icon but are under Worklist which is actually confusing for the user because he wouldn't know if there is anything pending from him once he logged in and he has to click on Worklist to see all his past and present Worklist items.

We are on R13 18B. Is there any other way to turn off emails but show them under bell icon and also under "Things to Consider" on New feed home page.
