Bi-Directional Sync betweein OFSC and OSVC (Activities to Incidents)

Hey all, I have a more general as well as a more specific question about setting up the first sync we're doing for an integration. The general question surrounds bi-directional sync. Does each direction of each CRUD activity (CUD to be honest) need to be its own integration? It would seem so from my reading, but I just wanted to confirm. 

More specifically I'm having a hard time triggering out how to trigger a send from OFSC to OSVC. OSVC allows us to event trigger on Create, Update, etc, however, the OFSC connector  does not allow this. I've heard from our OFSC guys that OFSC doesn't allow any triggered events at all and wondering if this lack in OIC is related? What would be best practices for keeping incidents in sync with Activities?
