Users unable to see some report results on an embedded dashboard

Hi I am after some help!
We currently have a report added to the Home page dashboard. This uses the staff time balances from a flexi plan that we have setup. This then calculates some limits via a formula and uses conditional formatting to show if the limits have been exceeded.
This report includes session variables to allow users to view their record as well as the people they manage.
All employees have been given access via a custom role created to include all the HR transactional duty roles so that we do not have to give access to specific functionality i.e. HR Analyst or Specialist roles. This is so that the report does not error on the dashboard.
