Can you configure workflow for a Promotion using action reason?

Using the task configuration for a manager self-service workflow for a promotion how can you set up the workflow to have an approval if action reason is "posted" and another workflow if action reason is "progressive"?

For example we do have a ChangeSalaryApprovalRule and can make one rule set if the person is designated an Administrator and another rule set if Non-Administrator.

For our promotion task configuration we need one workflow for the Action = Promotion / Action Reason = Progressive and another for Action = Promotion / Action Reason = Posted.
