EPBCS Module (Plan Type) Cards not visible to non-admin users

EPBCS plan types i.e. Workforce, Financial and Capital not visible on the landing page for non-admin users

Hi

We currently have NO security enabled and none of our dimensions have any security on them, but when logging on as a power user, the Workforce, Finance and Capital module cards aren't visible on the landing page.

As a power user, access to the plan types in smart view is working, simply not able to see the cards for the 3 modules on the landing page.

The artifacts are also all marked as visible.

Not sure if it's relevant, but SSO is enabled, and the client is also running on Fusion cloud.
