Hiding the Request Leave button for specific departments

Hi All,
We are looking to hide the Request Leave Button for specific departments within one of our business units. Most of this business unit will be booking their leave in a different way, but 3 departments will still be booking their leave in Oracle under the 'request leave button'.
I have navigated to Setup & Maintenance > Manage Role Provisioning Rules
I have clicked into the business unit in question where I can enter an end date to hide this for everyone in the business unit, but wondering if there is an easier way to do this rather than creating a new role for every department that does not need access, leaving the 3 that do out?
