Expiry rules are not working to prevent employees taking leave in 2019 where the allowance is for 20

We have several countries where they do not want employees to be able to take holidays in 2019, where the allowance/entitlement is for 2018.

We have been unable to get the allowance to expire and have an SR open: SR 3-18715004711

Are there any other companies with this issue and have you managed to find a workaround?
