More Cache related issues in Learn than across HCM and ERP?

Have other users experienced more cach related issues within Learn?Content
Hi,
As per the summary really, it feels (we are to keep a better log) that there are more instances whereby a clearing of the cache resolves issues than elsewhere across HCM and ERP - this may be due to the immaturity of Learn compared to those other areas.
We have checked that our browser settings are optimised for Oracle, however we see more issues in terms of:
-Different uses with same permissions seeing different screens, however upon cache clearing, both see the same;
-Access to course content is denied until cache clearing tales place;
