Loading Learner List using Spreadsheet

Hi All,

We are facing a scenario where the Learning Specialist at present create Learner Group randomly as per the input from business in a spreadsheet and upload the same in existing cloud application but in Fusion we can't have such scenarios as it doesn't allow spreadsheet load to create my Learners list, closest way is by using Analysis Report but it should have a defined filter to find the employees who needs to be put into Learner list which is(filter criteria) not available in current scenario. 

Suggest how we can give a workaround to encounter such scenario.
