How to enforce folder to be shown in home page

we create custome folder and attached page entry to it

 

but for employee user the folder is not shown and the user can see directly the page entries.

i beleive it related to the fact that there is a few icons and fusion is shown all the icons to prevent from the user to click at the folder.

but our custimers dont want that the system will behave like that and they prefer that the user will see the folder first.

is there a way to avoid from the system to auto open the folder?
