Absence Accrual Plan - Pay in Lieu

Can an accrual plan absence be record as an absence not really absence and paid?

We have some existing accrual plans: Vacation, Vacation Hourly & Vacation Band Exception. The Vacation is for Salaried employees. The Vacation Hourly is for Hourly employees. The Vacation Band Exception is also used for salaried employees where on hire the employee negotiated for more accrual time outside of the normal band with of length of service.

Each of the plans based on either your band exception or length of service and whether you are hourly or salary determines the band width of front-loaded accrual absence balances. Now let's suppose you have a salaried employee who after 5 years of service is entitled to 120 hours/year or 3 weeks or 15 days.
