Is it possible to detect if the user is on mobile device?

Hi,

Is it possible to detect with a global seeded el or similar if the user is on the mobile app?

What we want to achieve is to put the el on the quick action links so that the user navigates to responsive design page only if they are on a mobile device. Otherwise they will work with the non responsive pages.
