In 18.3.3 tasks that were incorrectly assigned went to any process owner, now they assign to a mysterious role

My production system is 18.3.3 and my test system is 18.4.1.  One issue our users had after roleout was that when tasks were misassigned they went to anyone in the Administrators group. That group are gnerally quasi technical people and their job is better spent doing other work instead of hunting down tasks and reassigning them. 

 

There are many ways this can happen, for example in one instance we get the phone of our sales managers wife and a call is placed through our VOIP system and a task is sent to the sales manager. We us sugarcrm for this info beause that is more up to date than the data we keep in OID / IDCS / and has more data than AD.  If the user exists in sugar but not in CEP, this ALERTED status will happen (it doesnt happen often).
