ESS Disclose Veteran Status?

Is there any way to enable Disclosure of Veteran Status in ESS for employees to enter themselves?
I've researched and saw that this functionality used to exist, but currently do not see it and are looking into how to make this work (using seeded functionality or DFFs). We are currently using Fusion R12, and would like the ESS functionality to update the seeded vet statuses that are under Personal Information. The seeded fields are already mapped to other reports that have Veteran Status. I only see it as an admin under Gender and Marital Status, then click View More Details as an administrator.
