Does this lock data for the form?

The manual seems to suggest once user submits a form which is assigned to a task, it cannot be amended. But it seems users can open the same form using regular Data menu and amend data? Is this the normal behaviour?

Added later:

I am aware there is locking but this works for entire entity not form by form. And also it is quite a problem if meta data changes or there is LCM update from development, then past years have to be unlocked, ownership calculated to be consolidated if not current period does not run!
