I have seen this requirement many times with my clients as well as in cloud customer connect from other's posting. The requirement is to restrict the list of certain termination action reasons to HR users only and not make it visible to manager. I am proposing here a work around to meet the above requirement using Advance Mode available in BPM tool. The solution is as follows

>>prefix those actions with HR use only and train managers.

>>Design approval workflow in such a way that (for this you have to use Advance mode in BPM tool)- I have attached a document which I have used for one of my client.
