Dimensional Security

Do we need to have at least one diminsion with security turned on?

hello,

In the admin guide, it states you need security on at least one dimension.  We tested with a "User" without having any dimension with security enabled and we were able to get into the app and see all the dimensions / members?  I am not sure if I understand the guidance in the admin guide. 

Can someone expand on this?
