Inactive user account

I am using the following HDL to suspend the user account and it works as expected  

METADATA|User|PersonNumber|Suspended
MERGE|User|17788|Y

I can see the account has been suspended in the backend but the user still able to login and the user is active

My requirement is to inactivate user accounts after terminations using HDL
