Person Security Profile - Custom Criteria not working

Hi all -

I'm at a complete loss trying to set-up my person security profile.  I need to exclude our HR department from being viewed.  I have tried to set-up the person security profile using Organization criteria and, when that didn't work, I tried to exclude a list of departments (100 departments).  The Org criteria does nothing and the department criteria saves fine but then renders an error when trying to preview it.

I have to assume the department criteria does not work because there are too many values in the "in" statement.  Anyone know if there is a limitation there?
