Is anyone else having issues with locked accounts?

Sometime back Oracle changed the number of attempts a user account can have from instead of locking on the 11th time it is now the 4th time.  Oracle also does not provide a means for customers to find Active and Locked accounts.  Oracle also does not provide a role to enable our IT Helpdesk or an HR clerk to unlock an account at the request of the employee.  HR also has no means to determine if an account was locked.  We did find that prior to 18C HR or the user could perform the Forgot Password and it would unlock
