R13 - After Upgrade Users Missing GL Data Access Set

GL users prompted to "Change Data Access Set" but LOV is emptyContent
Wondering if anyone else experienced this and how they resolved it.
Immediately after R13 upgrade in test pod our users with General Accountant role and the appropriate data access to our primary ledger (we only have one ledger) cannot go into Journals module without being prompted to "Change Data Access Set" but there are no values available in the LOV so they cannot select one.
None of these users are new. I tried deleting and re-adding the data access set to one of the users. This didn't help. Also, I ran process "Import User and Role Application Security Data" and this did not resolve the issue.
