After Loading Enterprise Structure "Roll Back Configuration" button is not available

After loading the Enterprise Load the Job and Positions button is greyed out & "Role Back Configuration" button is not appearing. 
 

Note: My Instance is fresh instance I just loaded the Enterprise Configuration, no dependents data is created. Even no single employee is hired in any legal employer. Kindly suggest.
