Bug 27395748 fixes the issue of a requisition not being allowed to be canceled if it was on an active negotiation.

Customer Issue:
The customer reported the issue to suggest that this should be allowed because the requisition was no longer needed. The system did not permit the requisition to be canceled because it was considered to be available in the buyer processing queue, which was not true.

The fix essentially checks if there is any downstream transaction currently in process (such as the requisition is pending buyer processing or is on an active purchase order etc.). If these conditions are not true, then cancellation is allowed.
