Running Update Accrual Plan Enrollments Process

We are trying to move a population from one absence plan to another and have created eligibility so the old plan is no longer available. When we run the Update Accrual Plan Enrollments Process for one individual this works correctly, and end dates the old plan and assigns the new one. But when we try to run the process for either a legal entity or LDG or even by plan name it doesn't update any records. Any ideas on why this might be?
