Need to know if a nonworker can be a supervisor?

We currently only have the US implemented for Fusion.  We have a manager in Mexico that needs to handle Talent and Compensation data for their US employees.  We are looking at options on how to handle these situations.  We will be implementing Mexico in Fusion at some point so I am concerned about the implications for historical data if we create a nonworker or contingent worker for an employee just to accommodate this issue today.   Please let me know if you have dealt with this issue.
