PBCS User Access Error

One User in PBCS is not connecting after months of accessContent
We are using PBCS version 18.05.56 with SSO activated.
All users are authenticated to Active Directory. One user lost access to one of our pods 2 days ago. He can get to the other pods. He has been defined and using the system for 12 months.
The error is attached and says Failed to Sync to User Provisioning.
The user has been deleted from the POD and the application refreshed manually and with the overnight maintenance. The error remains. The user is added back in to the POD.
The user had Planner rights and was increased to Power User. The error remains.
