Can we add a previous work relationship in HCM

We want to add a previous work relationship retroactivlyContent
Hi,
We have an employee who joined before we had HCM, then terminated and rehired.
His former work relationship wasn't captured in the past. We'd like to add it now.
Is there a way to achieve this? When we try to create work relationship from seniority date, we get error that "the object person legislative information cannot start before the person start date (PER-1531698).
