How to use attributes from HR record in procurement document approvals

There is one employee who is part of the approval hierarchy (could be employee-supervisory OR position hierarchy).We want to include a criteria that only if the employee has done certain mandatory HR training such as expense training the employee should be allowed to participate in approvals.

If I enable Descriptive flexfields (Additional information) as part of the person record for each employee (Training completed - Yes/No).Can I use this attribute (maintained in HR record) in my requisition/PO/Invoice approval rules?
