Making job library read-only for Administrator

Our job library will be filled via an interface from another HR system and therefor we need to make sure that certain users are no longer allowed to make any changes or additions to the job library.
We have a role, which is a clone of the Administrator role. And this role needs to be changed in order to only have read-only access to the job library. As far as I can see there are two steps that need to be done in order to arrange this, and for both options I have a question.
