Report query based on assignment history

hello all.

my sys admin gets assignment notifications using OTBI's report and agent mechanism.
for example, each time my HR users update a promotion he gets a notification. 

the query is using assignment event subject area and extracts all assignment instances with action "promotion" that either their last update date is the current date and record's effective start date is in the past (meaning retro update) or the records that their effective start date is today.

I have a problem with that query because it also pulls out retro changes (corrections) that have nothing to do w the promotion itself (for example dff that describes the employee's bonus plan type).
