Unable to connect to ATP Database

Summary

While connecting ATP DB, I am getting Remote host closed connection during handshake.

I am using SQL Developer18.4

I have downloaded Wallet and getting service names also. I have tried all services, but same issue.

I did telnet to host port 1522, it connected without any issues.
