Assigning reconciliations to Power users/Users

I have assigned a power user as the preparer for a transaction matching reconciliation. However, when the power user logs in with his credentials and goes to the matching tile, he gets the following message: 

 

The selected activity is currently unavailable because one or more application components required by the activity have not yet been provided by application administrators.

 

Power Users are required to have a security filter before accessing the Reconciliation Compliance module. Contact your administrator to have one assigned.

 

 

I also tried to go into the system settings and make necessary changes but I am not sure how can we change the security filter.
