Workforce Modelling for Department Hierarchy

Hi Guys,
Just wanting to know how are others are using Workforce Modelling and if anyone is using this where the hierarchy is based on department rather than position?
We will be bringing on board new departments as well as rearranging the current department structure and thinking of using this tool but not quite sure if it will be helpful.
I understand that HCM will track the number of changes e.g. headcount, assignment changes etc and potentially demonstrate the level of work or effort involved, but in what other ways could it be useful?
