Contextual Learning: Add to dev or performacne goal in active status

Hello,
A document I have that shows how to enable contextual learning in development goals states that the learning item, once selected in the goal, will be in a Request Approved status and action is required by an Admin to activate the assignment. I have two questions:
- Is it possible to have the status be 'Active' instead?
- I would assume the learning item carries either the default setting or it's individual setting, but want to confirm
- Is it possible to do the same setup for performance goals?
