Not able to create Learn Specialist Data role - Secure by Organisation.

Use case: create a Learning Specialist Data Role secure by View All Organizations
Navigation: Manage Workforce Structures > Manage Data Roles and Security Profiles > Create > select a Job Role - Learning Specialist > Next .
Issue: Now able to map only Person and Public Peron security profile . Not able to see Organization, Position, Legislative Data Group..etc..
Previously, till 18b, I was successfully able to create a data role - secure by Organization. But now in this pod - 18 C , I am not able to. Is there any change Security / LMS Data role creation from 18 C onwards?
