Inactivating Department Trees

Hi Guys, 

Just looking for everyone's input on when a Department Tree is inactivated and a future dated department tree is activated.

We're currently using a departmental hierarchy where each person belongs to a particular department and using HDL to inactivate the current Departments, create a new Departmental Tree and then map our employees to the new structure.

I think the hurdle here is that, can you assign an employee to a future dated department even when the tree is inactive?

What are the general risks?

Is there a better way of doing this?
