Can I use Work Definitions FBDI to load Standard Operations?

I logged an SR with Oracle Support asking if there is an FBDI for Standard Operations. They have told me I can use the Work Definitions FBDI to load Standard Operations. We've gone back and forth for a couple of weeks, but they keep telling me to use the Work Definitions FBDI. When I asked for more instructions, they said to read the first page sheet in the FBDI template spreadsheet. Again, I can't find anything in there about Standard Operations. Maybe I'm missing something, but it doesn't make sense to me. The Work Definitions FBDI is for loading Work Definitions.
