Not able to see the "Disburse balances" functionality option when logged in as an employee

Hi,

With the responsive UI turned on, I'm not able to see the "Disburse Balance" when I log in as an employee. I'm able to see this self serve disbursement option with the responsive UI turned off. Please see attached screenshot. I think this is a bug associated with the responsive UI.

Has anyone faced the same issue ? Is there any extra setups required to see this option when the responsive UI is turned on ? We have mobile devices in our scope so turning off the responsive UI is not an option.
