Compensatory Plan Rule Setup

I'm trying to setup a rule using the delivered WFH_THRESHOLD_TIME_CALCULATION_RULE. My goal is to allocate the hours that will exceed the threshold (for example: Weekly threshold is 37.5) as earned hours compensatory time off, but with the rule setup that I did, it is not being allocated as expected. Has anybody successfully implemented this? Appreciate any inputs. I have attached the rule config that I did.
