19A - Manager Self-Service and Employee Self-Service tasks "stuck" in progress

In version 19A - any manager or employee self-service tasks can be started but then are "stuck".  They don't advance in the workflow or auto-approve (ESS).  The tasks show in the Transaction Console as in progress but don't show in the BPM worklist at all.  We can't move them forward or cancel.  Has anyone else had this issue?  We have an SR in to Oracle.
