Offboarding Checklist - checklist tasks not created

As a workaround for another issue we were having with checklists we were advised to create and add an Eligibility Profile to our Checklist templates (the profile was for All Employees in the Enterprise) and was added to both Onboarding and Offboarding checklists.

All checklist (on and off boarding) tasks appear to be created correctly for Line Manager transactions, however we have recently noticed that our offboarding checklist tasks are not being created when the HR Specialist creates the transaction.  When i remove the Eligibility Profile all appears to be working correctly.

Has anyone else experienced anything similar?  Do you know why all checklist tasks would work correctly for Line Managers, but why the offboarding checklist tasks would suddenly be effected by the Eligibility Profile?
