Needed to check for available Webservice for ORC

Would like to ask if there are any existing Webservice (REST, SOAP etc) related to Oracle Recruiting Cloud that will trigger and send data when there are changes made to a Candidate Job Application. 

We have a requirement that requires sending candidate information to a thirdparty for an assessment when a Candidate APplication's phase and state changes, however we are unable to identify if there are webservice that handles near realtime sending of data to the third party.
