Only carryover negative balance on accrual plan

Looking for the best way to only carry over a negative value

For the annual vacation plan, we have allowed the employee to go into a negative balance of 5 days.   There is no requirement to carryover a positive balance -however is there a way to only carry-over just negative balances ?
