Accrual Band - Employee's of record as of Jan 1

Hi, 

I think I need a fast formula to achieve the following accrual requirement:

For employee's of record as of Jan 1 of the current year - they get 70 hours Front end loaded

For employee's hired after Jan 1 - they get a monthly accrual of 6 hrs per month.
