User Interface Text translation to a new language

What is the exact process of translating the UI to a language listed as Disabled, Inactive

One of the requirements of our first implementation in Croatia is that the UI, help and standard reports have to be in Croatian language. I am not aware of any plans for a Croatian language pack, so we will have to do the translation.

The Implementing Global HR book states only this:

"Installed languages automatically appear on the Manage Languages page. This page also displays all languages that are available for installation and translation. Each dialect is treated as a separate language.
